Monthly Salary Range: MOVEUP_12, MIN $7,668.00 - MAX $9,199.00 is available through annual general wage/step increases.

Recruitment Range: MIN $7,668.00 – STEP 3 $,8515.

Placement in the salary range is determined by an assessment of knowledge, skills, experience and ability of the candidate to meet the key requirements of the job. In exceptional cases, candidates may be hired above the recruitment range, provided agreement is reached with the Union.

In this role you will be asked to...

Lead complex, multi-phase procurement initiatives from planning through to contract execution, ensuring fairness, transparency, value, and alignment with organizational objectives and public sector requirements. 

 

You will develop procurement strategies and lead RFx processes, including drafting solicitation documents, coordinating evaluations, and guiding stakeholders through structured, compliant procurement activities 

 

You will collaborate closely with project managers, business units, and subject matter experts to clarify requirements, develop specifications, and align procurement approaches with project goals. Your ability to translate business needs into clear procurement documentation will be critical. 

 

You will collaborate on contract development and negotiations, working with internal teams and vendors to support contract finalization while ensuring compliance with trade agreements, procurement policies, and legal requirements. 

 

Your role will conduct market research and supplier analysis to inform sourcing strategies, identify opportunities, and support sound procurement decisions. 

 

You will manage procurement timelines, risks, and process integrity across a range of initiatives—including capital projects, technology, equipment, and professional services—while ensuring a high standard of documentation and audit readiness. 

 

You will act as a trusted advisor, providing guidance to internal stakeholders and supporting procurement best practices across the organization.

  • Electronic fare collection system
  • Compressed Natural Gas (CNG) buses
  • Construction of environmentally friendly facilities
  • Regional transit system

Be a transactional purchaser focused only on issuing orders. This role is about leading complex procurements, shaping strategy, and driving outcomes—not simply administering routine purchasing activities.

What you'll bring to the table...

Some qualities you possess to be successful in this role: 

  • Procurement expertise – strong experience leading complex procurements and managing RFx processes (RFP, RFQ, NRFP, etc.). 
  • Contracting & negotiation – ability to develop, negotiate commercial agreements. 
  • Public sector knowledge – understanding of trade agreements, procurement policies, and administrative law (an asset). 
  • Project leadership – experience managing procurement initiatives of varying size and duration. 
  • Business acumen – able to develop procurement strategies, evaluate markets, and support strategic decisions. 
  • Analytical thinking – strong problem-solving skills with keen attention to detail. 
  • Communication – able to present complex ideas in clear, business-friendly language and influence stakeholders. 
  • Relationship management – builds strong, collaborative partnerships across teams.
