Salary: Exempt Band 4, MIN $88,200.00 - MED $103,800.00 - MAX $119,400.00

What you'll be doing...

BC Transit’s Capital Portfolio of works includes a 10-year delivery strategy of active and future (planned) capital and major operating projects. The Capital department is part of BC Transit’s Finance division and is responsible for administering the capital project portfolio as a whole. The department performs portfolio management duties that include portfolio-level planning and prioritization, capital funding and governance, forecasting/reporting, funding partner invoicing, asset management accounting, and other administration.


The Senior Capital Portfolio Analyst plays a lead role in portfolio level planning, forecasting, monitoring, and financial controls. You'll lead internal and external stakeholders through the cycle of capital planning activities. You will also support the development of governance forms and approvals required at various stages of the project lifecycle (e.g. business cases, change requests, etc.). Working closely with project teams, you'll monitor project performance and forecast results relative to the long-term capital plan and develop consolidated reporting to support portfolio oversight and decision making. 


You will also be accountable for the results of Analysts or other staff as assigned by the Manager, with authority to direct and delegate their work, and responsibility for supporting performance management and coaching.

What you'll bring to the table...

We love lifelong Learners and recommend the following mix of education or certifications to be successful in conjunction with relevant experience:

  • Post secondary degree in business, finance or a related discipline.
  • Professional accounting designation or other finance designation is an asset.
  • A minimum four years project related financial experience. An equivalent combination of education, training and experience may be considered.  
  • Experience in the planning and delivery of a capital portfolio and associated projects, and an understanding of the practices of portfolio and project management. 
  • Strong communication skills (written, verbal, and presentation) are required. Experience leading group discussions and formalized meeting structures. Experience working with, and presenting to, senior executives is preferred.
  • Experience preparing concise, comprehensive reports and/or business cases for the executive and board level.
  • Advanced proficiency level in Excel to use and create customized spreadsheets to meet internal and external reporting requirements. 
  • Experience with computerized financial systems in a mid-to-large sized organization is an asset.
